Access Control limitations

Model : TL-WR941ND
Hardware Version : V5
Firmware Version : 3.15.9 Build 140627 Rel.54347n
ISP : OTEnet
If I set Access Control rules as "Deny" for the "Default Filter Policy", is it necessary to add filters for the "Allow" mode as well...? And why do I get this message "The ending time should not be less than the starting time!"
each time I try to set the "Allow" mode from 24:00 to 08:00?
