Use Bandwidth Management on Archer D7 in Router Mode?

I was wondering, is it possible to use the Bandwidth Management Feature on the Archer D7 is Router only mode? I Just got NBN (FTTN) So I have the archer Plugged into my NBN Modem (Some Technicolor Brand thing). The Technicolor is running the VDSL Connection, The Archer is running ALL My DHCP/WIFI, But I cannot for the life of me get the Bandwidth Management feature to function. Is this feature ONLY Useable if the Archer is functioning as a modem?
