TP WR841N Slow wired download speeds

I'm running an IPTV box via cable to the router. The box has a speedtest capability which is showing download speeds of 1Mb/s to 4 Mb/s when the ISP is providing 12 Mb/s - which I have verified on my Mac using both wired and wifi.
Hardware version is WR841N v8 Firmware 3.16.9 Build 170210 Rel.42078n
Has anyone any ideas why this is slow ?
