Just updating this thread with further details of the issue was working in floor one connected to main deco with my laptop and mobile, deco app shows both devices connected to floor 1 as wireless...

Here is my setup ISP provided Router >>Wired BackHaul to floor 1 deco (set as main deco)>>wired backhaul to ground floor Deco>>Wired Backhaul to top floor Deco All decos show the correct signal...
