This is clearly an issue. Why can't tplink fix it?

Yes, this is correct. I added a static ARP entry a long time ago and I've had no problems since.

@Paul_Rickwood I mentioned proxy arp before as well but I don't think that's the exact cause. I think sometimes they boot up and work fine and other times not.
