To close the loop on this, Cox wasn't provisioning the modem correctly. It took 4 techs with the last guy being an ex-buisness account tech before they finally tracked down the issue.

@GRL Never needed a VLAN Tag before. Nothing I can find in the supportt that says anything about it except for their obsoleted security system.
