Solved! Thank you everyone! This suddenly started working! SOLVED !!!

Running tether app on Android 9, cannot find the range extender at 192.168.1.13 I am standing right next to it. It has been configured to extend the orange livebox wifi. Any ideas? Thanks, Bob
