First, whether the router supports Tether app or not.
Second, have you ever connected to the router's main network?
Besides, you can try to hard reset the router and manage it with the Tether app.

Is it got anything to do with the firmware? I just got this router 2 days ago & I just wondering whether i need to upgrade the firmware. The current firmware version is V1 ( EU?)
No i have not try to reset the router yet. I was worry that the router stop working altogether . It happned to me a week ago and i have to buy a new one.
Connected to the router main network? Sorry i don't get this.
Thank you so much for trying to resolve the issue. I basically give up on using the tether app.

The Archer C1200 supports Tether app, while the V1 you mentioned is the hardware version, not the firmware, and it cannot be upgraded.
For the main network, it is the host wireless network rather than the guest network (the Archer C1200 supports guest network);
Ensure that your smart phone has connected to the Archer C1200 directly and ensure that they are in the same IP subnet; then you can open Tether app and verify whether you can detect it.
Good day.

The main network is the wireless network broadcasted by Archer C1200 by default; the default names are printed on the bottom label, also known as "SSID".
Connect your smart phone to the wifi network and then it should be in the same IP subnet of the router. You can click here to verify the IP address.
Then you can open Tether app and use it.
