Hello, apologies for all this inconvenience caused.
As we tried to explain in other posts that this version firmware can only be upgraded via the Upgrade Tool due to some technical reasons but don't worry that the later version will be still available on the Deco app.
We hope you could understand, thanks.

Are you going to provide the next firmware update this way as well?
If you continue to provide it in the same way, the firmware update function via the Deco app will not be of any use.

Hello,
No worries that the later versions will still be pushed on the Deco app, it is just this 1.4.0 version that can only be updated via the Upgrade Tool locally in order to avoid any possibility that the upgrade may fail on the Deco app.
Thanks.

@TP-Link_Deco Will it be a requirement to first install the current 1.4.0 firmware using the released upgrade tool in order to be able to upgrade via Deco app later in the future?

That's correct. You will be required to update to this firmware manually via the Upgrade Tool then you will see the later updates pushed on the Deco app.
Good days.

I agree, I just switched my master and am disappointed to see it lacking features I had before.

Just did the update (1.4.2) on my Windows 10 device, didn't work
tried the compatibility mode ( Windows 8 ) and this worked just fine.
