Although I have never received help in this forum I will write my problem to be solved or at least to be on the waiting list.
There are thousands of topics on my problem. However, the manufacturer (TP-LINK) is never manages to solve the problem, which I'm sure leaves all its customers disappointed. Topics are marked as "Solved", but actually they are not.
I would ask that if this continues for the second year (waiting for the new firmware), all my routers be replaced with M5 (at the expense of the manufacturer), because it is only model with the solved issue.
Let's look at this simple scenario and imagine the apartment is linear. The M9 Plus #1 is the master and the last router (in bold) is the furthest one:
[M9 Plus #1] --------- Ethernet Cable (it actually doesn't matter) ---------> [M9 Plus #2] ---------- WiFi ---------> [M4R]
And this one:
[M9 Plus #1] --------- Ethernet Cable (it actually doesn't matter) ---------> [M4R] ---------- WiFi ---------> [M9 Plus #2]
And guess what - The last router ALWAYS tries to connect to M9 Plus #1, even if it is out of reach. It NEVER tries to reach the middle one. And starts blinking red. Again... and again... and again.
There is no way to force the last Deco to connect to the nearest one, even if it is 0.5 meters from it! Network optimisation, moving the routers and all of the suggestions in this forum are made.
It seems that the only router that receives updates is M5. It is neither higher class nor more expensive. I do not understand why this is so. The rest are useless!
All the things advertised in the box and in the site are complete lie and Deco is really stupid in choosing to which router to connect. It becames more stupid if Decos are different. So guess what - the promise, they are compitable is a lie too!
And one more thing, the last firmware for my M9 is 1.5.1 Build 20210126 Rel. 59387 - So HAPPY first year without updates - M9 Plus!
You are just a piece plastic with red light. I will use it as night LED ;)
About the Firmware of M4, I can't know it, because it is usually offline, but I am sure it is more than 1 year old.
I insist on a solution to the problem, which continues 2 years with promises and unsolved topics in this forum.

I must have misunderstood your network diagram.
Let me know if I got it right now. You have:
---- Provider Cable ------------>Main Deco M9<--- Ethernet Cable ---> [Satellite M9]
|<--------------- WiFi ----------------> [Satellite M4R]
If this is correct, my recommendation still stays: swap Satellites, so that Satellite M9 connects wirelessly to Main Deco and M4 uses Ethernet. Such as:
---- Provider Cable ------------>Main Deco M9<--- Ethernet Cable ---> [Satellite M4R]
|<--------------- WiFi ----------------> [Satellite M9]
This is not going to fix all other problems you encountered with Deco and shared in this forum. It is just what I would do for deployment of tri-band and dual-band mesh units in mixed wired/wireless backhaul environment.
Replace M4 with M5 in this diagram and that would be what I have in my house. Since October 2020.
