I realize theres a work around, by setting the DHCP range to include the "static" reservations, create the reservation, then setting the DHCP range back, but this is non ideal.

For my example above, I can:

1. Temporarily set the DHCP range to 192.168.1.100 - 192.168.1.220
2. Create a new reservation at device at 192.168.1.205
3. Set the DHCP range back to 192.168.1.100 - 192.168.1.199

However, this is non ideal and is an extra step each time you want to make a reservation outside the dynamic range.    But it does work....

I am also curious if the reserved device is out of the DHCP range, why not try to set up the static IP address on the reserved device?

Because its much easier to centrally manage your statically reserved IP addresses on the router.   Entering a static IP on each device is much more difficult.   You have your whole list right there.  The device works out of the box (as most are setup to DHCP by default) but you get the benefits of static IPs in one central location.   Its win-win.

Your workaround can be improved, by removing Step 3. That step is not necessary. Here is updated workaround, starting with when there are no static IP devices.

No static IP devices:

DHCP range: 192.168.1.100 - 192.168.1.200

Adding first static IP device:

Set the DHCP range to 192.168.1.100 - 192.168.1.201

Create a new reservation at device #1 at 192.168.1.201

Reserved device #1: 192.168.1.201

... some time have passed...

Adding second static IP device:

Set the DHCP range to 192.168.1.100 - 192.168.1.202

Create a new reservation at device #2 at 192.168.1.202

Reserved device #1: 192.168.1.201 (unchanged)

Reserved device #2: 192.168.1.202

---------------

... and so on. As long as you don't plan to frequently add/remove devices with static IP addresses from Deco DHCP configuration, that should be acceptable amount of work.
