I just set up my power strip and the 3 plugs work great but I cannot get any power from the 2 USB ports

Have you tried to change the USB cable? Make sure the USB cable is working fine when using with a power adapter.
It's probably a hardware failure if you have done the comparison testings.

@Wayne-TP I have tried it with 2 different USB cords and both USB cords work when I plug them into a power block first
