I need help adopting a second ER605. 

I have a software based controller running on a Synology drive and have set up an ER 605, a switch, and two WAPs without issue. They have been running for a couple years.

It is time to set up a second site that eventually I want site to site VPN. I am at site 1 with the network that has the controller. I have booted up the ER605 and found it on the controller. It fails adoption everytime. After logging directly into it, I have set a password, I have left the default settings, I have tried to set a new subnet scheme, I have done everything including pulling my hair out.  

I have successfully created a second site on the controller and added a WAP to that site without issue. The controller has the latest firmware to date.

What am I missing?

I dont have internet at the second location yet, so I was hoping to set everything up here and transfer it over there upon install.

Thoughts on the adoption issue?
