Had problems with a smart bulb flashing on and off and no responding to wifi control. Replaced smart bulb with a TP-L530E and it can't be found. 

I followed instructions on the app to reset NEW bulb, and it doesn't show up on wifi or Bluetooth. Did I waste my money?
