I don't believe 802.11r works with WPA3 so it wouldn't make sense to make it a global setting.

@supermarkert It's available on the global "en" site https://www.tp-link.com/en/support/download/oc200/#Firmware. Controller updates are universal I think so you can use these files from any region....

Mine ended up upgrading with no problem.

@s0x That's not uncommon for the firmware to show up first in the controller.
