New clients can successfully connect via WIFI to the main wireless SSID (not guest) and get a new IP address. Those clients cannot make any network requests everything is blocked. I have to manually add their mac to the reserved address section before they can make network requests (and then they need to reconnect via WIFI).

Wireless mac filtering is disabled.
Parental controls are disabled.
Filtering rules are set to "Block wireless access from the devices in the list below."
The reserved mac's are added to the group called " Default"
