W8968 ipsec VPN not passing

I have a network with 8 x W8968 routers connecting back to a central W8968 linked with IPSEC VPN's but the 8th connection is not passing ping or Web browse through the router. The central router is 192.168.1.1 and the other routers are 192.168.2.1 through to 192.168.9.1. all with different static Public IP's. From a computer on the 192.168.1.1 subnet I can ping computers at the end of each VPN except for the 192.168.9.1. This will only allow me to ping the router 192.168.9.1 but nothing behind it - a computer 192.168.9.2 and a server 192.168.9.100. Pings to those numbers just time out and the router is configured exactly the same (other than IP's and VPN keys) as all the others and are all just the defaults that the router is set to at the factory. Any ideas would be much appreciated
