TL-MR3040 V2.1 Won't Reset

Was very excited to find a used TL-3040 but it won't reset. The modem is fully charged and I've tried every combination of switch position, 30-30-30, etc while pushing the reset button, but using ipconfig /all on Windows 7 the user-set IP address remains. Any suggestions how to reset this, or is it just E-waste?[LEFT][/LEFT]
