TL-PA4010 Kit Powerline light turns amber/red only when device is turned on

I recently bought the TL-PA4010 kit AV600 powerline to give my new smart TV an Ethernet connection. Both adapters are plugged directly into the wall socket (not a surge protector or extension cord). All three lights are initially green, but when I turn on the TV, the powerline light immediately turns amber. Lately, the powerline light is actually changing between amber and red. What could be going on here? How might I fix this? Any help would be much appreciated. Thanks!
