tl-mr3020 connection to mifi 4510l

tl-mr3020 connects to the mifi but is unable to obtain an IP address. I am able to see it connected to the hotspot but the WAN address remains 0.0.0.0. I have it setup in WISP mode. Is this the correct mode to obtain the ip or what needs to happen for this to obtain an IP?
