While this may be possible, I would not recommend using this as a setup for your network. Your phone may be able to broadcast a wireless signal directly that you can connect to. Otherwise, it is possible to share internet connections using a  USB cable between your phone and computer.

Just as a warning, most data caps are only for untethered data, and there is a separate fee for using large amounts of data through a tethered connection.
