Can you provide some more context to how and when the device cannot connect to your phone? Is the device already set up? Or are you in the process?
I believe that Pixel Phones have a VPN built into the phone by default. Make sure that you have any, and all VPNs disabled on your phone when going through the setup process.
Do you have another device that you can use to try and set up the device?
