Have you tried resetting the device to factory defaults and reconfiguring the device to extend your network?
If you cannot connect your app to the RE after resetting, I would recommend trying to reach the WebUI through a wired connection - this would allow you to see the different methods of configuring the device besides WPS.
Otherwise, can you be more specific about which light is on, and what you have tried to connect the device already?
