Another area of a co-work space would have good WiFi coverage using just an RE315 extender or two. But that WiFi service is run by a 3rd party and protected by LEAP. Can a RE315 be used to extend LEAP protected WiFi? Do any of the TP-Link range extenders support LEAP or PEAP?

I don't believe that RE315 could handle WPA2-Enterprise security (if that's the 3rd party Wi-Fi service security that you have in the office).

Check this article for reference. For example an Archer C54 router in AP mode supports WPA/WPA2-Enterprise (802.1x).
