Having connection issues with safari on iphone

Ever since I started using this modem, both my wife and I have had trouble connecting to the internet with our iphones through safari web browser. It will just say "there is no connection" and will not load the page. However, internet works for apps, and on our laptop, and even on the Google Chrome web browser on the iphone. But safari does not work.
I have restarted the modem as well as the phone. Apple support says there is nothing wrong with the phone itself.
I have also reset all settings on the phone but the issue still persists.
Is there some sort of internal setting in the modem that needs to be altered?
