Extender is not connecting, User Error?

I go through the quick access setup process, it proceeds to set up connection, then it says disconnected. the lights are green but says not connected to internet. is it user Error. this is quite frustrating as I have been working on the issue for about 3 hours now pressing buttons changing location of the device. signal is full bars on the device i am trying to connect to. any assistance will be appreciated.
