Unknown Download Speed Error

Hello,
I am experiencing some error only in downloading. I have the tl-pa7020 adapter wired through into my xbox and my PC. The xbox is getting an alright but improvable download speed of 30-50 mbps, but the PC/laptop is far behind at 1 mbps maximum with no other internet activity. We our being provided with 100mbps send/receive maximum though Xfinity, but i really need a solution for the PC. I can play games fine with good connection, so the download rate does not make sense to me. I have tried only plugging the PC in and multiple outlet combinations but nothing seems to be helping.
