Network doesn't see TL-PS310U

Network doesn't see TL-PS310U

I just installed one and it's correctly connected to the switch, but none of the computers on the network can see it and even the Router doesn't show it as a client. And the setup utility couldn't find it either.
I also tried connecting it directly to the ethernet port on the PC but the setup utility still couldn't find it.
