Archer C2300 v 1.0 Cloud login results in "Request Timed Out"

ISP : Charter Comm.
Dear Support,
I am unable to login into TP-Link Cloud from the tplinkwifi.net web interface.
A pop up window occurs with the message "Request Timed Out".
Background:
- My LAN is working properly.
- I have access to the internet.
- I registered with TP-Link Cloud and responded to the activation e-mail.
- I am able to login in on tplinkcloud.com with my TP-Link cloud ID and password.
- I verified on the TP-Link support site that Cloud was working.
- Attempting to log in, requesting a new cloud ID, and recovering a lost password all results in the message "Request Timed Out".
- I have access to my router through the tether app.
- Attempting to log into TP-Link Cloud through the tether app results in the message "Unable to connect to TP-Link Cloud. Please try again later."
Please advise as to how to solve this problem.
