I've had problems with my niece giving my network password to her friends so I login at least once a week and change the password.  When I tried to login today 192.168.0.1 took me to my internet providers website.  I then tried tplinkwifi.net and got this site cannot be reached.  I can still login with the Tether app on my tablet but the web based site gives me more options like resetting router login formation.

If someone other than you had access to the Admin console they could have used MAC filtering to block your PC from being able to access the router's interface.  Tether app is a different type of log in so that could be why you are able to access that way.  I would try accessing the Web interface via the tablet's browser and see if that works.  If it does you can go into the administration setting under Advanced > System tools.  and see if a filter is applied.  If it is remove it and you should be good to go. 

 

You can also try to clear the browser's cookies on the PC and see if it works then.

  @Susan000000000 I keep getting this (screenshot) so did factory reset and put my own Mac filter.  Only concern if if I lose access to this tablet.

  @Susan000000000 I put in a Mac block so only this tablet can login on browser.  Finally got all my devices going again.  Tried to,login on this tablet and got a 403 forbidden page.  What now?
