I know they cannot be plugged in to a surge protector, but what about if I have a whole house surge protector at the electrical supply panel, not at individual outlets?

  @LoobyLuu I would just go with a Wi-Fi mesh system instead or one with powerline AV2 as well as a backhaul but not a strictly powerline solution.  Their Deco series a bit confusing but their Deco PX50 and Deco P9 are examples of this. So it'll use powerline when it can or Wi-fi when it can, whatever is stronger. This also depends on your budget. I would not go with the simpler plug-in wall ones in my opinion.
