I tried adding an FTP service for my local server for external client to use for FTP. Input the external and internal port using port 21 and TCP protocol. Enabled it but when I checked on port checker, it is closed. However, I added HTTP service and input the external and internal port using port 80 using the same TCP protocol, checked the port on port checker and it is open. My ISP does not block port 21. What instruction did I miss? How do I enable and open port 21?

  @terziyski When I added the passive FTP, it showed either individual or ranged port, whenever I tried both of these options, eventually, both of them included in the internal port even when I left the internal port blank. Also checked whether the port is opened or not, still closed.

Make sure your FTP server is configured properly. If there's no active service on port 21 router may report it as closed from an external network.
