Blinking Wireless light in TL-WA854RE

I have a blinking wireless light in the TL-WA854RE, I am unable to get web access and the extender does not show up on my list of wireless access points. The RE button is solid blue indicating it is connected to my router, but i don't know if it's even working at this point.
