Solved! Thanks a ton for the tip, it worked like a charm. As soon as I turned off Fast Roaming, set-up worked perfectly.

TLDR: My two Kasa outdoor smart plugs worked beautifully with a Netgear Nighthawk x6 router. Then I upgraded to a mesh network using three TP Link Deco M9s... everything worked fine for a while but...
