Why is an internet connection required to add a device with Kasa? I live in a rural area, the fixed-base wireless ISP goes down occasionally. My Wi-Fi (tp-link router) stays up, naturally, during these periods. Kasa insists on having an internet connection (not just a connection via wifi to a lan) to add a device. Is this really necessary?

For the initial setup, yes, but after you set it up you do not need internet. Should your internet be out it will just rever to local only so you can control it while on the same Wi-Fi network.
