Everytime I follow the instructions in the Kasa app, the smart light reboots and fails setup.
What I have tried:
I have tried two different Android phones. The phones had Bluetooth, airplane mode, and mobile data disabled.
I have now tried two different light strips, after I contacted tech support for the first one not working, they thought it was defective.
I have tried rebooting the phones and the light strip.
Any thoughts ideas would be helpful.

@UCFDRU I decided to just return mine, I will go with Govee when I order a lightstrip next time, Kasa seems to have a lot of issues reported by folks

I've been having this exact issue with my KL430: won't fully connect and stuck in what seems to be a reboot process. Tried two different phones. Sent the first strip back because they thought it was defective. Second strip is duplicating the issue.
How do you install that APK. Do you have instructions on that?
After trying to install, the dialogue box said "App not installed as package appears to be invalid."
Seems like this specific APK doesn't fix this issue

This is at your own risk. I went to APK Mirror and downloaded and installed version 2.38.1.1068. then I just went through the steps in the app for normal light strip installation.

This actually worked. The APKmirror wasn't loading the older software because I already had the app installed to it's latest update. After I uninstalled Kasa, I ran the APK again through APKmirror and it worked perfectly. Then I updated the app to it's latest version.

Hopefully the KASA app will be fixed for Android users so others don't need to do this.
