2 iPhones. Same login and PW. One showing all activated devices vs other showing half of them. Deleted app and reacquired. Rebooted phone.

Before you delete the app, try to delete the documents and data associated with the Kasa app.
Are both of your phones connected to the same network as your smart devices? If only one is connected to the wi-fi it could be possible that some of your devices have become disconnected from the cloud and can only be controlled locally.
