Can tp-link devices such as kL420 L5 be controlled with WiFi connection only without having internet connection to the WiFi? And of course after the initial setup was made?

Once you are on the LAN, using the KASA Smart App on a supported device, with both on the Lan will work (I am guessing as I use a TAPO app) and Internet has nothing to do with it working.
