@M_Weinberg I just went through this.
@Wayne-TP is right: "Alexa turn on blah blah" is all you can do. BUT...
In the Tapo app, go to Settings>Smart Actions. From there you can create routines like Vacuum Bedroom, Vacuum LIving Room, etc. Alexa will automatically create a routine for each one. So now, I say "Alexa turn on vacuum bedroom" and it does exactly that, then returns home.
