I've dozen a couple of dozen of these and this the first time I've seen this.

 

I'm stuck.

Not all devices' setup method is WiFi, some are configured via Bluetooth. Normally, the setup method will be printed on the package box, you can take a look. 

 

What's the model of your Kasa smart bulb? If its setup method is indeed WiFi, try resetting it, then check whether the product's WiFi shows up. How to reset TP-Link Kasa smart bulb?
