I HAVE 10 tp-link smart plugs all connect but 3
ive tried to factory reset them they still dont work

Try rebooting your modem and router first then try to set them back up and see what happens. If you still have the issues...
Can you please provide the model number of your plugs? The three that won't connect did they connect before and now won't connect or they have never connected? What part of the setup are they failing in?
Are you getting any error messages when your trying to set them up if so can you please provide screenshots?

Was there any new firmware pushed to the above models that would cause them to stop functioning?
