I'm afraid this feature is not available.
May I know what kind of offline situations you would like to be notified of? When our product team evaluates and decides on new features, it would be highly beneficial for the assessment of a proposal if it is supported by specific, real-world user scenarios.

@LakeEffect As TP-Link's products have expanded from convenience to security, alerts are a critical component!
If one of my four exterior Kasa smart bulbs drops offiline and I only have a half-green porch on St Patrick's Day, I'm annoyed, but my family is still safe.
When my hub drops off and I don't get an alert from one of my three water sensors, especially the one in the basement, then my family's safety is an issue.
Over the past 7 years, I've had a mix of WeMo (plugs), Kasa (plugs & lights), and AcuRite devices (weather station on Wunderground, temp & humidity indoor sensors & water sensors), along with a SimpliSafe system (door, temp & humidity, water, and smoke sensors) and a couple of Tings. This past December, I took advantage of TP-Link's specials and placed two quite large orders totaling around $650 after the massive discounts. I'm not (yet) a power user, I know a good bit, and have some realistic comparisons.
First, why my hub drops off the network frequently is a big concern. It seems to do fine when my computer is showing short network outages. If power is the issue, then it's dropping off when the microwave clock is holding the time, and the Ting is NOT showing outage. So power does not seem to be the issue. I need an alert for the hub, just like the alerts for my temperature & humidity, and water sensors.
Issue #1, the app does not retain a record of issued alerts. Finding issued alerts can require quite the scrolling on a phone. The automation history is handy. Alerts need a similar log.
Issue #2, there is no option to send an alert as text messages. This needs to be available to alert housemates or housesitters, who should not have full control of the app, but may need notified when there is a problem. (A reduced permission app would also be a great feature. On/off controls only.)
Issue #3, while devices attached to a hub can send alerts, the hub itself cannot. There needs to be a system alert when the hub drops offline, and also an alert when it comes back online. This would mirror the behavior of Ting, SimpliSafe, etc. Essentially, this is the norm for other companies, and TP-Link needs the same features.
Issue #4, alerts for automation failures is also needed.
It might be a huge benefit to have optional levels of alerts. A door opening at 3am would be a critical alert, perhaps with an option to repeat the alert until there is a response in the app. An automation failure would be a plain old basic notification. I won't be installing my door sensors until after painting this weekend, so I'm not yet sure of the existing options.
