My doorbell camera has gone offline. How do I get it to come back online? I can't find any guidance to do that on that on the Tapo App.

Two classic solutions: reboot and reset. Reboot both the doorbell and your router, or reset and reconfigure the doorbell.
In my opinion, i would recommend figuring out what the issue is first. What's the led status of your doorbell?
