Account is not binded to device

Account is not binded to device
Model : HS110
Hardware Version :
Firmware Version : 1.2.5
ISP : Comcast
[*]Set up new device using Kasa app
[*]Update device firmware using Kasa app
[*]Set device to local control only.
[*]Assigned a static IP on my LAN.
Kasa now produces a toast message "Account is not binded to device" and trying to change any settings gets me a message that starts with "This device is bound to another user account ..." and suggests a factory reset to resolve this. I JUST SET IT UP HALF AN HOUR AGO.
I suspect it was step 4 that caused the issue. How can this be resolved.
Phone is Pixel 2 XL Android 8.1.0 Google Support Services 1.17.1
Kasa V 2.2.0 build 784
Edit: a few minutes later, (the time it took me to type this post) the device is once again working. I guess it just takes a while to catch up with IP vs. MAC assignments and in the mean time, it produces bogus status indications.
