Is it possible to provide power to the HS200 through one circuit and use the paddle to turn off/on two TP-Link bulbs on another circuit? I can't find any information about changing the paddle's programming to control multiple devices not in-line with the switch.

You wouldn't need to wire anything. You will set up smart actions that will control the smart TP-Link bulbs: https://www.tp-link.com/us/support/faq/2567/
