Is there a way to control these from a Windows 10 desktop browser? I cannot find anything.

No.  For TP-Link Kasa and Tapo smart home product lines the iOS or Android app would be required.  Once setup you may also be able to link these products to a Smart speaker like Alexa or Google Assistant and our Kasa Line is compatible with Samsung SmartThings.  No windows or Amazon Fire compatiblity though.
