Two new switches. Both programmed and working.

When I set the Smart settings to turn the light on when there is motion and it is very dark (0) ambient light, the lights still turn on in daylight. The ambient light meter reads 100%, but it still turns the lights on with motion.  Not matter what ambient light I program the switch to use as a threshold, it always turns the lights on with motion. Both switches do this same behavior.

Before I return them, are there any suggestions or is this a known problem?
