I believe that the sunrise and sunset times are not static times, rather, they change as the seasons change.

You can check the time that is being used by the plug under Device Settings (Cog) > Device Info - However, you cannot change this setting.

You should also check to make sure that your account is using the correct Location and Time Zone. From this screen, you may also consider using a different zone.

You may also consider combining the Smart Actions into one, or using the device following the sunrise/sunset as the trigger for a second smart action.
