@keekeelowlow I had this issue a few weeks ago when buying my first Tapo camera. Here's where I found this:
- Open the Tapo app
- Open the camera you want to change this on
- Tap the Settings icon
- Tap Video & Display
- Tap On-screen Display Info
- Tap Time Stamp Format
- Toggle 24-Hour Time to your preference
