Can't connect TP-Link smart Wi-Fi plug

I cannot connect my new smart wi-fi plug to use with Amazon Echo. I am running Windows System 7, but live in an area with no cell phone access. Is there a way to download the Kasa app onto my computer? Or do I just need to send my Tp-Link smart wi-fi plug back to Amazon?
